What is Access to Recovery?Access to Recovery ( ATR) is a Presidential initiative which provides funding for substance abuse clinical treatment and recovery support services. The Great Plains Tribal Chairmen's Health Board administers the ATR program in collaboration with 18 federally recognized tribes of this region. ATR is a federally funded initiative designed to increase access to substance abuse services through: •Independent assessment
•Emphasis on participant choice of providers
•Develop and maintain extensive service linkages with faith based and community based organizations
•Deliver funds through an electronic voucher method of payment
